Purpose and Reason:

Effective November 1, 2012, replacement EBT cards are no longer available for pick up at the local RI DHS office. With the exception of certain circumstances, SNAP recipients will now receive their requested EBT replacement card via US Mail. Requests for four or more replacement EBT cards within a twelve (12) month period may be referred to the Fraud Unit for investigation of misuse or abuse of the EBT card. Documented violations may result in one or all of the following actions: disqualification from the program, recovery through recoupment/restitution, and/or referral for criminal prosecution. Language has been added to the final rule to protect certain vulnerable populations (homeless, disabled, victims of crimes) from the aforementioned actions. Technical amendments have also been made to the final rule such as changing "Food Stamp Program" (FS/FSP) to "Supplemental Nutrition Assistance Program" (SNAP), changing "Family Independence Program" (FIP) to "Rhode Island Works" (RIW), changing "will be referred to the Fraud Unit" to "may be referred to the Fraud Unit", changing "violations will result in one or more of the following actions" to "violations may result in one or more of the following actions", and adding "theft" to the list of circumstances that are beyond a household's control that necessitate an in-office card issuance.
